St Stanislaus College Harassment Policy makes no Recommendation to Notify Police

Nothing has changed at St Stanislaus College in relation to reporting sex abuse despite being cleared by a NSW Parliamentary enquiry .
The current "Harassment Policy" makes no recommendation to notify the police or DOC'S for "Any student who is subjected to harassment from other students or from any member of the College community"
On Teusday the 23 of September 2008 in the New South Wales parliament, a formal question was put on notice to the Attorney General and Education Minister, seeking assurances from the Government and Education Department that all child protection policies at Saint Stanislaus College (SSC) are up to date and all clergy have been screened for child offenses.
2102 EDUCATION AND TRAINING—ST STANISLAUS COLLEGE—Ms Ficarra to ask the Attorney General, Minister for Justice, and Minister for Industrial Relations representing the Minister for Education and Training, and Minister for Women—
(1) In view of the history of sexual misconduct by staff at St Stanislaus' College (SSC), Bathurst and the current investigation by the NSW Police Force into allegations of further sexual misconduct by former staff members, will the Minister assure the Parliament:
(a) That the NSW Education Department and its agencies are satisfied that the school's child protection policies are current and fully compliant with Departmental accreditation standards for independent schools in New South Wales?
(b) That SSC's policies relating to the treatment of allegations of harassment or abuse against school employees are made available to all students and parents?
(c) That complainants are able to make such complaints to persons not employed at the school if they choose?
(d) That religous clergy in residence at the college are also subject to departmental policies regarding 'Working with Children Checks'?
(e) That checks are current in respect to clergy now in residence on school grounds?
(i) If not, why not?
(2) Can the Minister inform the Parliament of the Department's current policy in relation to the oversight and accreditation of boarding school facilities inNew South Wales and the current status of this policy?
Under changes to the registration requirements that came into effect in 2005 a non-government school must have policies and procedures that provide for a safe and supportive environment.
This specifically includes policies and procedures to ensure that it meets its legislative obligations in relation to child protection.
In May 2008 Board of Studies Inspectors visited the school to check its compliance with all requirements for registration including those related to child protection. The Inspectors found the school to be compliant in all areas.
2. A registered non-government school must have policies and procedures for raising complaints or grievances with specific reference to processes for raising and responding to matters of concern identified by students and/or parents. The school's policy specifying who complaints should be raised with is available on the school website.
Where matters of concern are of a child protection nature, they may relate to reportable conduct. Processes for managing such allegations must be in accordance with the Ombudsman's Act 1974.
The school's 2007 Annual Report indicates that Child Protection Policies were in a process of revision for completion prior to 2008. The revised policy was reviewed at the 2008 Board of Studies inspection visit.
The policy is available in full on the school's intranet, in part in Student and Parent Handbooks and parents are advised that a full copy is available on request by contacting the Headmaster's secretary.
3. The process for raising concerns related to suspected child abuse, with persons other than those employed at the school, is through the Department of Community Services (DoCS).
The DoCS website states that: 'Anyone who suspects, on reasonable grounds, that a child or young person is at risk of being neglected or physically, sexually or emotionally abused, should report it to DoCS.
St Stanislaus College's Harassment Policy does not meet these requirements, the Harassment Policy was written in July 2007 and has not been up dated.
